Die neue Richtlinie schafft Vereinfachungen bei der Beantragung und Abrechnung von Kulturförderungen und stärkt das ehrenamtliche Engagement im Bereich der Kulturarbeit.
„Wir sind heute dem Ministerium und Herrn Minister Wolf zu Dank verpflichtet, dass ein Großteil der vom Netzwerk der Kulturverbände geforderten Vereinfachungen in die Förderrichtlinie übernommen wurden“, so Peter Stieber, Präsident des Landesmusikrats Rheinland-Pfalz. „Zu Beginn unserer Gespräche standen sich die Verbände und das Kulturministerium sowie die Aufsichts- und Dienstleistungsdirektion (ADD) eher skeptisch bis ablehnend gegenüber. Doch in dem Dialogprozess entstand gegenseitiges Verständnis und ein vertrauensvoller Umgang sowie ein gemeinsam erklärtes Ziel: Kulturförderung zu vereinfachen, bürokratische Hürden abzubauen und das Ehrenamt zu stärken. Dies ist uns gemeinsam mit der nun erschienen Förderrichtlinie gelungen“.
Insbesondere Projekte im Kulturbereich, die sich unterhalb einer Fördersumme von 50.000 Euro bewegen und damit den größten Teil der Kulturfördermaßnahmen des Landes ausmachen, profitieren von den Vereinfachungen. Das Ehrenamt wird besonders gefördert, indem ehrenamtlich geleistete Arbeiten im Bereich der Kultur als Eigenbeitrag in Höhe von 10 Euro pro Stunde oder bei einer qualifizierten Tätigkeit in Höhe von bis zu 15 Euro pro Stunde anerkannt werden.
