Das MWWK will mit dem Erlass einer allgemeinen Förderrichtlinie (Allgemeine Richtlinie zur Festlegung von Erleichterungen bei der Kulturförderung und zur Stärkung des ehrenamtlichen Engagements in der Kultur – Allgemeine Kulturförderrichtlinie) für verschiedene Bereiche der Kulturförderung, die einschlägigen Zuwendungsbestimmungen vereinfachen und flexibilisieren. So sollen durch die neue Förderrichtlinie
• die Festbetragsfinanzierung bis 50.000 Euro Zuwendungshöhe
• ein vereinfachter Verwendungsnachweis bis 25.000 Euro, im Einzelfall bis 50.000 Euro Zuwendungshöhe
• ein vorzeitiger Maßnahmebeginn bis 50.000 Euro Zuwendungshöhe
• der Wegfall der Zwei-Monats-Frist beim Mittelabruf bis 25.000 Euro Zuwendungshöhe und
• die Anerkennung von ehrenamtlich geleisteter Arbeit als fiktive Ausgabe bei der Ermittlung des Eigenanteils
eingeführt bzw. festgeschrieben werden. Diese Richtlinie dient auch dem übergeordneten Ziel des Bürokratieabbaus und der Verwaltungsvereinfachung und führt nicht nur zu Erleichterungen bei den Antragstellern sondern auch zu einer Verringerung des Verwaltungsaufwands bei den Bewilligungsbehörden des Landes, insbesondere bei der ADD.
