April 2017 von Innenminister Thomas de Maizière, MdB vorgelegten zehn Thesen das Thema Kultur in den Fokus rücken. Doch bedauert er, dass die Thesen unter dem missverständlichen Begriff der Leitkultur publiziert wurden.
Der Geschäftsführer des Deutschen Kulturrates, Olaf Zimmermann, sagte: „Warum nur hat der Innenminister seine zehn Thesen zur Kultur des Zusammenlebens in Deutschland unter die Überschrift „Leitkultur für Deutschland“ gestellt? Der Begriff der „Leitkultur“ ist nicht nur politisch verbrannt, sondern er ist auch zutiefst missverständlich, weil er den Eindruck erzeugt, dass es eine verbindliche Kultur für alle in Deutschland lebenden Menschen geben würde oder sollte. Auch der Innenminister sagt in seinem Thesenpapier eindeutig, dass die von ihm vorgeschlagene „Leitkultur“ nicht vorgeschrieben werden könne und nicht verbindlich sei. Der politisch belastete Begriff „Leitkultur“ wird jetzt bei vielen einen Reflex auslösen, die Thesen abzulehnen, obwohl es sinnvoll wäre, sich mit ihnen inhaltlich auseinanderzusetzen. Viele wichtige Fragen zur Bedeutung der Bildung, der Kultur und der Religion werden in den zehn Thesen des Innenministers angesprochen, andere wichtige Fragen wie die Meinungsfreiheit oder die Gleichberechtigung der Geschlechter fehlen.“
