Nach Angaben der Bild am Sonntag sieht die Bundesbildungsministerin keinen Hinderungsgrund durch die im Grundgesetz vorgeschriebene alleinige Zuständigkeit der Länder für die Schulbildung, da Artikel 91 c GG eine Zusammenarbeit zwischen Bund und Ländern Zusammenarbeit auf dem Gebiet der Informationstechnik erlaube.
