Der Kulturfinanzbericht konzentriert sich insbesondere auf die Kulturausgaben der öffentlichen Hände (Bund, Länder und Gemeinden). Ist-Daten liegen bis zum Jahr 2011 vor. Für die darauffolgenden Jahre wurden Soll-Daten zusammengestellt.
Im Jahr 2011 gaben die öffentlichen Hände einschließlich der Finanzierung von Kunst- und Musikhochschulen 9,4 Milliarden Euro für Kultur (1995: 7,5 Mill. Euro) aus. Davon stellten die Kommunen 4,2 Milliarden Euro (44,8%), die Länder 3,9 Milliarden Euro (41,9%) und der Bund 1,2 Milliarden Euro (13,3%) zur Verfügung.
2011 wurden von Bund, Ländern und Gemeinden 9,4 Milliarden Euro für Kultur ausgegeben. Eine beachtliche Zahl. Die Kommunen sind weiterhin die größten Kulturförderer im Land. Beachtenswert sind die Steigerungsraten der Kulturetats in den letzten eineinhalb Jahrzehnten in Nordrhein-Westfalen, Sachsen-Anhalt, Rheinland-Pfalz und beim Bund.
